' If I would make a guess, the thickness(vertically) of the rib that the trailing edge material ties into may be too thick.  I believe, if my memory is correct, should be as thick as the of the ribs between the butt rib and the full rib between the end of the flap and the aileron.  The other thing that comes to mind is to put a sturdy thread through all 3 flap mount bearings.  Check between the tops of all 3, bottom of all 3, and for and aft on all 3.  Also, the bottom of all the flap ribs should be the same height above the spar.  On this one, I could be wrong.  It may be 1/8" or so greater.  All my ribs were copies of the OE.Is your wings covered?  I only built both of mine 20 years ago.  I may still have one of the ribs from the outboard end of the flaps.

'Here is a couple more photos of my right wing.  (Civil wing pre war)  #1, you can see a 1/4" strip of "Wrap-Lock" that I screw down over the fabric (hole counter sunk)  into the Pull Up strip that the wrap lock is laying in front of.  #3 photo shows it after I screw it down.  The fabric was rib stitched through that flap area.  I did screw up on that wing.  I didn't get the rib tips flat to the flap through the entire area.  The pull up strip is larger that OE on the right wing, but it is like that which was on the left wing (UC-61).  I counter sunk the holes in the strip and used 3/8" flat head sheet metal screws.  I used stainless sheet metal screws because of the longer thread.  Photo #4 shows OE markings on the gas tank. "GAS 30 GAL".  Not to FAA specs, but it is OE.

' I guess that I will need to send them to you via a different address.  Something about the fairchildclub address doesn't allow photos.  I have photos of my Fairchild from back when it was a bare steel tube frame all the way up to about 99% ready to fly.  I think that I had part of the same problem that you have with the fabric in the flap recess area.  I sort of guessed that the factory used a  1/4" strip and screws in the top front of the flap recess to hold the fabric up.If you have a different address I can resend it all again.
