Elevator measurements

'The 706 Type Certificate for a R46 (Temco) calls for a 28 degree up
measurement for the elevator, and I have two other manuals calling
for a minimum of 35 degrees up on UC-61K models. Which way to go
here? Is the Type Certificate the final word? I guess they could make
a typo like anybody else.
Also there's a discrepancy on down elevator. The TCDS calls for 20
degrees down, the Fairchild F-24R46 handbook calls for 25 degrees
down. What's a good way to go here!

manufacturers information is acceptable.

'I meant TCDS. Use ATC 706 for your control throws as
it is approved data while the manufacturers manuals
are acceptable.
