'I came across this report that NACA published in 1933. They modified a
Fairchild 22 by adding a wing with split flaps that deflected 59
degrees. Sound familiar? Its not quite the system employed later on
the 24: the flaps are nearly full-span, with spoiler-type ailerons
mounted above the flaps. Their tests show that minimum takeoff ground
roll was with flaps 30, where the detent is on the 24 flap system.

Note that the NACA Report refers the the negative effect of full
flaps on TAKEOFF, not landing. My Fairchild 24 K does NOT like full
flaps for takeoff, and I avoid using any flaps for takeoff.
