Sorry, I do not know of any in Brazil.  I am wondering if the aircraft is registered in USA or Brazil.  It might make a difference to your authorities as to who can do the inspection.
As far as I know the Airworthiness Certificate remains valid unless revoked but you need to have an Inspection Aircraft (IA) person review the condition of the aircraft once a year and make necessary entry's in the aircraft and engine log books.
I will forward your email to the Fairchild Club.  Maybe someone can give you a better answer.

  I'm sorry to disturb you, but I have a good reason.   I'm a member of the AEROCLUBE de MINAS GERAIS, in Brazil. We have a PT-19 in really nice condition that was purchased a while back. We ran into a problem, we need to renew our airworthiness certificate and for that, we need a certified pt-19 mechanic. Not that many around here.
