When a tail wheel is shimming it can be a balance problem or tyre pressure either to high or to low. I flew a PA 18 with tremendus problem with tail wheel shimmy and we checked evryting and eaven spent a lot of money in new parts which did not solve the problem. We started to do experiments with the tyre pressure and at a given pressure the problem disappered. If I remember right we lowered the pressure with 8 psi. from the pressure indicated in the book. All tyres are manufactured under FAA / PMA to a specific TSO but the tolerance somethime is big., new materials and other factores can cause that the tyre used fifty years ago is compleatly different from that of today. Ofcourse the mechanical parts are still the same. So try with the pressure in smal steps and se if it gets better.
