Stromberg NAR4B Leaking

Hello all, just had my Stromberg NAR4B overhauled by S&T for my 1939 Fairchild F-24 with a 200HP Ranger, however fuel seems to be leaking from the carb at the mating surface between the carb/ intake elbow and also drips out of the overflow. I’ve sent it back to S&T and they’ve bench tested it and they states it’s holding fuel no problem. Im thinking it’s a Needle and seat issue or a float issue. The carb was reinstalled after the S&T bench test and still have the same issue. Both fuel valves are off and the mixture is pulled. Still leaks. The only information I can find for gravity fed systems in the NAR4B manual is that the minimum head of fuel on the carb inlet be 24” under all normal conditions. When S&T overhauled it did they replace the stainless needle and seat with Delrin? I read somewhere there is a service bulletin to add weight. Any help would be appreciated.
