Went out to install my new horizontal Saturday and could not find the 4 bolts I had taken out and put in a ziplock! Damn Gremlins again.....
Anyway, I was looking at the 01-115GA-4 T.O. and it looks like Fig. 21 Index 10, AN4-11, 4 Ea.?
The figure 23 is really hard to read so I think I have the right ones with fig. 21?

'You are correct, 4 each AN 4-11 bolts, AN960-416 washers & AN310-4 castle nuts an cotter pins. Fig 23 addresses the two forward and two aft attachment fittings that connect the stab to the fuselage and the elevator hinge fittings. But only to the extent of their attachment to the stabilizer.'

I was wrong....the AN4-11's are way too short. Not sure what application that bolt is for shown in Fig. 21 unless it is for the center elevator hinges.
The correct bolts are on Fig. 23 where the cradle for the stabilizer spar is shown (UPSIDE DOWN!!!!!) and the bolts are AN4-17. I measured the grip length needed on the cradle and this checks out.
