Hard Brake Pedals!

'Hello all.......I hope someone can offer a suggestion. I have a Meyers "OTW" with PT-19 brakes. In my effort to get a little more "feel" in the pedals, I sent both Master Cylinders off and had them rebuilt. All is well up top with no leaks.

The pedals are very hard and when pushed hard enough, there are some brakes there but IMO require w-a-y too much pressure.

I have not (as yet) checked the pads. I plan to do that next week.
