Thanks for the input, we figured out that the bearings are just pressed into the tubes. I fashioned a soft pine 1 by 2 with a yoke that just fit the vertical on the inboard pedal, then a couple of good taps with an 8 pound ball peen, and they popped right out.
We're excited - the real restoration begins when you run out of things to remove!
