'I would like to install front seat shoulder harnesses in my 24. I could
simply wrap the webbing around the carry through tubing, but that would
not prevent it from sliding sideways under lateral load if I ever
actually needed to "test" it. Does anyone know a source for a bracket
that would clamp to the tubing?

You can make it out of 4130, wrap it with rubber and bolt eye fitting in place.
