Should the brakes on a PT-19 move n tandem?

'When you press on the right brake the left brake also moves forward and vice versa making it impossible to differentially turn the aircraft. Both brakes always apply simultaneously. Is there something crossed? Thanks for any help...'

'Sounds like the rudder pivots need oiling and freeing.

'Definitely should be independent. Remove the lower boot cowl and see what's
going on when the pedals are actuated. Maybe something in the parking brake
mechanism?

'Not too sure to be honest with you.. I know it has been worked on but it may have been going on prior to that...
