'You are correct with using epoxy primer. I ran into serious problems years ago after getting into recovering jobs that had only zinc-chromate under. The glues were dissolving the primer and there was severe corrosion under the fabric. BTW I am a long time A&P IA. I guess for parts that you are not gluing fabric to, a thin coat of the powder process would be ok. I found the " if a lot is good, more is better" is a problem with powder coating. It will fill up holes unless you use plugs on it and will really mess up threads also.
