PT aileron counter weight

'While installing the aileron lead counter weights on my P-26 project I found that the parts manual shows the weights extending downward from the aileron. This would put a large portion of the weight in the slipstream.
The recess in the wing would allow for the weight to be installed inverted from what is shown, which would keep the weight above the bottom surface of the wing and out of the slipstream in level flight.
I can't see any reason for not installing the weights out of the airflow. Is there something I'm not seeing?
