'it may be possible, at first modifying the "unlocking cam plate" to lock the steering anytime...and then adapt something to unlock from the cockpit, like a "warbird" !!

but the shimmy, is not really due to the tailwheel itself, but due to geometry!
old tailwheel have shortened springs (coil springs shorten under fatigue along years)...and the front arm, may be redesigne a little bit shorter should be better!
but such mods are useless if there are to much play in the tailwheel assy (especially on the pivot parts, which can be badly worn).
and the "unlocking" angle can be adjust by loosing or thightening the c?ble linked to rudder.

Thanks. I'd like to modify to lock from the cockpit, until you unlock it, by a cable or the like. Other antiques I've owned were set up that way.

'm wondering if there is a mod to add a locking pin that would make it stay
