24-R46 Aileron problem

'Hello group. I've got the left aileron off because of some rigging problems. Seems like it's got a decent little twist to it. Somehow I got to get this bend out. It looks like it could get involved, and could be beyond me. I'd like to get a little discussion going anyway. The CD of blueprint's are difficult to read. I'm assuming the aileron should pretty much lay flat when placed on a good table. Which it does not. Anybody rebuild one of these?. Does a jig have to be made, or anybody know of a shop familiar with this design. I've been a member for some time now, and I've never heard anybody mention they had a parts plane. Which would solve the problem instantly. Anybody got some ideas, I got nothing' Thanks.

'It should be flat, see my web page I did mine, it sounds like sombody got the covers too tight on one side.
