145 engine baffling

'I am in the process of installing the cylinder baffling on my 145
Warner and need a little help. The previous owner had made thick rubber
washers to isolate the baffling from the top of the cylinder head. This
is the baffle on top of the cylinder that is held in place by a single
bolt between the rocker arms. Is this necessary or would a solid mount
be better here?
Also, there are tabs riveted to the baffling across from each other
between the cylinders. What purpose do these tabs serve?
