f-24 c8c or like 6-pack cover

'Our f-24 c8c instrument panel has the 6 pack style of panel with
the alt. on top. The old "cover" which fits over the instruments
has been cut up over the years by someone adding instruments.
Are there any good used ones out there ???????
If we have to repair ours we may have to graft in a new section
which has the inward rolled edges at the instrument openings.
Is there a specific sheet metal tool for rolling or pressing these
"flanges" in the edges of the round holes. I have done some sheet
metal but never had to do that job before. Would it be presses with
a male/female die or rolled/spun by a tool which would rotate around
the opening and push the edge down into a female back up doughnut.????

Any ideas ?????
