Cable tension Question

'Hello Club!
I'm finishing up an extensive annual on my F-24R46. The mechanic
signing off my work is having a difficult time excepting the rudder
return cable tension published in the Fairchild Instruction
book for F-24W46 and F-24R46 aircraft. It's the only manual I can find
that addresses cable tensions.
Rudder return cable tension is stated to be 169 lb. Please tell me if
anyone thinks this a typo, and what a more believable figure might be.
