Harry,
No vent in the pipe plug I'm aware of, Also I used aviation grade
hydralic fluid (the red stuff)to top off my strut rebuild. it works
well for me.

'I have checked the books that I have, and tried to remember what I saw when mine was apart. There is a screw (AN520-6-4 1/8" long) at the top side (inboard or out board side) of the oleo cylinder, maybe 1-2" down from the gland packing nut and I believe that the threads go through to the inside of the cylinder, and Yes I believe it could be used to fill the cylinder with fluid. The drawing said that it should be set in varnish, probably as a sealent.

The other thing that I learned about that screw, if it is long enough to where it extends into the cylinder, maybe an 1" or less in total length, it will not allow the piston to be pulled out of the cylinder even when the gland nut, packing, and other stuff are removed.
