'If you're asking about an alternate method of compliance, there is none. You have to perform the requirements of the AD as written with reference to the Fairchild Service Bulletin. BTW, the AD pretty much mimics the SB. Locate four 1/2 inch holes forward of each front and rear spar for a total of eight holes in each panel on the underside of the wing. Watcha gonna see in there? Nuthin without a boroscope or a really small mirror. Basically you're looking for cracking of the spar face plates, loose glue joints (hey these things are almost 70 years old!!!), etc. The AD says to cover the holes with fabric but most guys put seaplane grommets over them. Can't do it once and forget about it...it's a recurring AD.
