'You are correct with using epoxy primer. I ran into serious problems years ago after getting into recovering jobs that had only zinc-chromate under. The glues were dissolving the primer and there was severe corrosion under the fabric. BTW I am a long time A&P IA. I guess for parts that you are not ...

3. Painted aluminum fairings
1. probably zinc chromate and will stay dull
2. Might be butyrate dope...is usually somewhat dull you can try waxing it or degrease and try a rejuvinator or shoot clear butyrate over the existing color ...
