Some planes have their right wing set at a higher angle of incidence then
the left. This is to offset the left turning tendency. Also on some the
crankshaft is not aligned longitudinally with the airframe for the same reason. And

Here's my 2 cents.
My guess would be to pull the carb and clean the crap out of it.
600 hours is how many years ago? It sure doesnt take very much to clogg the
idle circuit, which would explain why it runs ok above 1000RPM. As you leave
idle the main jet takes over.
