Don't know who rebuilt your mags but I can almost guarantee it's not the leads. I've got more than 600 hrs behind a Ranger and your problem definitely sounds like a bad mag or grounded points. Not sure about the long F24 mount but I've done it many times with shorter mounts. Just be ready to spend a lot of time on a short stool looking up. Ranger cyllnder overhaul
Learned recently that Harrison machine has gone out of business and, as far as I know, they were the only folks who were set up to fully overhaul Ranger cylinders including rechroming, replacing valve seats and guides. Anyone here know of another outfit that can reliably do this work?
